Tasco Joint Stock Company was assigned by Hanoi City People's Committee to be the Investor of the Project on Building the road from Le Duc Tho Street to Road No. 70 with a scale of a major urban street with the route length of 3.51 km (including bridge crossing Nhue river and railway overpass), the cross section of 50m, 8 lanes, total investment capital of VND1,543 billion, and the implementation duration of 36 months under BT form in accordance with the Decision No. 603/QD-UBND dated February 4, 2008.

With attention and guidance of the City Committee of the Party, People’s Council and Hanoi City People's Committee, especially the strong direction of the District Committee of the Party and Tu Liem district People's Committee, and strong consensus of the people living in the area where the route passes, Tran Huu Duc street , the first part of the route, was built in compliance with the schedule and ensured safety, quality and technique in accordance with the approved design documents. And only in less than 4 months (from April to August 2009), the first part of the route was completed and recognized to improving the pavement with unique initiatives, e.g. 8 meters of Block brick were replaced with two 2.5-wide grass lines. This solution increased the good-looking feature and reduced the environment temperature, also prevent the encroachment of pavement by street vendors, making the city look more civilized and making a significant contribution to the success of the 3rd Asian Indoor Games. This project is assessed as a fast-deployed as well as good quality project compared to similar projects funded by the State budget.

In general, this is a necessary project to improve traffic system of the city area, solving traffic jam problems from National Highway No. 32 to Ho Tung Mau street, especially from Nhon to Cau Dien. On the other hand, the construction has facilitated the development of urban space on two sides, network of trade, services, and cultural centers, etc., to connect the existing economic zones to one another to make up a mutual-support traffic system, promoting the economic development and welfare for the whole city and the region.

At the ceremony, Hanoi City People’s Committee awarded certificates of merit to teams and individuals who have good achievements in organizing and deploying the project: Tasco JSC., Hung Duc JSC. (construction company); Mr. Pham Quang Dung – Chairman of Board of Directors of Tasco JSC., Mr. Pham Van Luong - General Director of Tasco JSC., and Mr. Le Quan Can- Director of Hung Duc JSC.

In his speech at the ceremony, Mr. Pham Quang Dung, Chairman of Board of Directors of Tasco JSC said "As a company located in Hanoi area, we always expects to make our contribution to reducing traffic pressure of the city. Therefore, when the decree No. 78/2007/ND-CP dated May 11, 2007 was issued by the Government guiding socialization of the construction and investment work of transportation projects, especially important transportation infrastructure investment projects towards 1,000th anniversary of Thang Long-Hanoi from now to 2010, Tasco JSC submitted written documents and proposals to the State authorities for the construction of the road from Le Duc Tho street to Road No. 70 on May 9, 2007. This was one of the first projects under BT form in Hanoi City. Tran Huu Duc street project is the main route leading to the Sporting Event Hall for the 3rd Asian Indoor Games held in Hanoi in November 2009. Therefore, we have suffered high pressure of progress and construction time and big workload. The site clearance work faced a number of difficulties because the project passed many residential areas of Tu Liem district and there were changes in the State’s policies for the support and compensation for the resettlement. However, with the assistance and efforts of Hanoi City People’s Committee, Tu Liem district and other relevant departments, Tasco, following the slogan: “Quality First”, "Quality is the survival and development of our company” and our Slogan: “Quality creates trust”, promptly mobilized sufficient manpower and construction machinery to carry out the project with three continuous shifts per day in the rainy weather and flood. Within less than four months (from April to August 2009) of constructing and waiting for the site clearance, the first 700m of the project was completed which was recognized as the project having unique and modern initiatives in construction"
