Nam Dinh By-Pass Project
Project objectives: To ensure road capacity to avoid congestion, minimize traffic accidents and achieve socio-economic development of Nam Dinh province and neighboring provinces, and to create favorable conditions for attracting local and foreign investments to make Nam Dinh province an economic center of the Red River delta.
Investment form and method of capital return:The investment applies the form of Build - Operate - Transfer contract (BOT contract); the investor will collect toll at My Loc bridge toll station. The duration of the toll collection is expected to be 21 years and 9 months to return the capital for the project

Project name: Project on by-pass section in Nam Dinh city from National Highway No. 10 to My Loc town (Under the project on construction of Nam Dinh - Phu Ly new road route)

Total investment: 313,069 billion VND (excluding the cost of site clearance)
Scope of the project: The total length of the main route is 3.9 km going from National Highway No. 10 to My Loc town, Nam Dinh province. The by-pass length is 555m; the start point is from 144+56 of the current national highway No. 21 to the main route.
Scope of the project: the main route is designed under municipal road standard (TCVN 104-2007) and the design speed for the road is 80km/h.
Road bed is 48m wide, including:

- Safety lane: 2x0.5m = 1.0m;

- Median strip: 20.5 m to for green space and landscape.
- Sidewalk: 2x6.0m = 12.0m

The project was signed between the People’s Committee of Nam Dinh province and TASCO Joint Stock Company on 10th July 2008.

- The Ministry of Transport issued Document No. 2170/BGTVT-KHDT on April 23rd, 2007 on building the by-pass of National Highway No. 21, Phu Ly - Nam Dinh section.
- The Prime Minister issued Official Letter No. 768/TTg-CN on June 14th, 2007 on building Phu Ly - Nam Dinh road route.
- The People’s Committee of Nam Dinh province issued Announcement No. 164/TB-UB on July 24th, 2007 on building Nam Dinh – Phu Ly new section of the National Highway No. 21 under BOT and BT form.
- The People’s Committee of Nam Dinh province issued Decision No. 2221/QD-UBND on October 1st, 2007 on approving Thanh Cong Joint Stock Company (TASCO) to be the investor for building Nam Dinh - Phu Ly new road route.
- Decision No. 118/QD-TASCO dated June 23rd, 2008 by TASCO Joint Stock Company on approving the investment project on building By-pass in Nam Dinh city from My Loc town to National Highway No. 10 under BOT form.
- BOT Contract No. 21/HD-BOT was signed on July 10th, 2008 between the People’s Committee of Nam Dinh province-the competent State agency and TASCO – the investor.
- The Prime Minister issued Official Letter No. 768/TTg-CN on June 14th, 2007 on building Phu Ly - Nam Dinh road route.
